SHORT DESCRIPTION: Update to POMELO GTC definition in CRR Network Models

LONG DESCRIPTION: ERCOT has posted updated Congestion Revenue Right (CRR) Auction Network Models for the 2017.JUL.Monthly.Auction and the 2018.2nd6.AnnualAuction.Seq3 CRR Auctions. The Non-Thermal Constraints files in both models were updated to reflect a change in the definition of the POMELO Generic Transmission Constraint (GTC), which added the POMELO to NEDIN line. There was no change to the GTC limit of 160 MW.

The updated models are available through the CRR application and on the Market Information System (MIS) Secure Area.
