NOTICE DATE:  June 16, 2017

NOTICE TYPE:  M-C052617-02 NPRR

SHORT DESCRIPTION:  Additional Implementation Details for NPRR801 and changes to the “Methodology for Implementing Operating Reserve Demand Curve (ORDC) to Calculate Real-Time Reserve Price Adder”

INTENDED AUDIENCE:  ERCOT Market Participants

DAY AFFECTED:  June 29, 2017

LONG DESCRIPTION:  ERCOT will be implementing Energy Management System (EMS), Market Management System (MMS), and settlement changes for Nodal Protocol Revision Request (NPRR) 801, Non-Controllable Load Resource MW in PRC, and the Other Binding Document, “Methodology for Implementing Operating Reserve Demand Curve (ORDC) to Calculate Real-Time Reserve Price Adder”, with an effective date of June 29, 2017.

NPRR801 revises the Physical Responsive Capability (PRC) calculation in EMS from including the Responsive Reserve (RRS) service MW responsibility from Load Resources controlled by high-set under frequency relays to including all MW from these Load Resources from their current output to their Low Power Consumption (LPC) capped at 150% of the Qualified Scheduling Entity’s (QSEs) RRS responsibility from non-Controllable Load Resources.

The Operating Reserve Demand Curve (ORDC) reserves are adjusted in the MMS and the Other Binding Document, “Methodology for Implementing Operating Reserve Demand Curve (ORDC) to Calculate Real-Time Reserve Price Adder”, to align with the PRC change. The Ancillary Service imbalance Settlement is changed to align with the change to the ORDC reserves.

New Settlement Calculation Revisions:

6.7.5    Real-Time Ancillary Service Imbalance Payment or Charge (paragraph 7)

Real-Time Capacity from Non-Controllable Load Resources carrying Responsive Reserve for the QSE

RTNCLRCAPq = Min(Max(RTNCLRNPC q – RTNCLRLPC q, 0.0), RTNCLRRRS q * 1.5)

RTNCLRRRS q = SYS_GEN_DISCFACTOR *RTNCLRRRSR q, r, p

Real-Time Controllable Load Resource Non-Spin Responsibility for the QSE

RTCLRNSRESPq = SYS_GEN_DISCFACTOR *RTCLRNSRESPR q, r, p
