As discussed in the Face to Face meeting on Friday, the new template has an additional tab for bus numbers in a TSP range that are not submitted in the Substation Tab (e.g. a bus number in a TSP range that is actually in another TSP station). The TSPs must coordinate with each other if a bus in their range is in another TSP station. It is not sufficient to just list it in the extra buses tab.
