SHORT DESCRIPTION:  Implementation of NPRR776 and NOGRR167

INTENDED AUDIENCE:  ERCOT Market Participants

DAYS AFFECTED: June 1, 2018

LONG DESCRIPTION:  On June 1, 2018, ERCOT will be implementing Nodal Protocol Revision Request (NPRR) 776, Voltage Set Point Communication, and Nodal Operating Guide Revision Request (NOGRR) 167, Alignment with NPRR776, Voltage Set Point Communication.

NPRR776 and NOGRR167 require each Transmission Service Provider (TSP), or its agent, to telemeter to ERCOT the Voltage Set Point target and actual voltage at the Point of Interconnection (POI) for each Generation Resource interconnected to its system.  NPRR776 and NOGRR167 also require ERCOT to telemeter these values to the Qualified Scheduling Entity (QSE) representing each such Generation Resource. 

ERCOT System Operators will begin monitoring the telemetered Voltage Set Point target and associated POI kV measurement on June 1, 2018. 

ADDITIONAL INFORMATION:  Pursuant to Nodal Protocol Section 21.6, Nodal Protocol Revision Implementation, and Nodal Operating Guide Section 1.3.5, Nodal Operating Guide Revision Implementation, ERCOT is required to provide notice as soon as practicable, but no later than ten days prior to implementation.

SHORT DESCRIPTION:  Market Participant Testing Details for NPRR776 and NOGRR167

INTENDED AUDIENCE:  ERCOT Transmission Operators (TOs), Transmission Service Providers (TSPs), Qualified Scheduling Entities (QSEs), and Resource Entities

DAYS AFFECTED: April 6, 2018

LONG DESCRIPTION:  On April 6, 2018, ERCOT will begin testing the functionality of system changes related to Nodal Protocol Revision Request (NPRR) 776, Voltage Set Point Communication, and Nodal Operating Guide Revision Request (NOGRR) 167, Alignment with NPRR776, Voltage Set Point Communication. 

NPRR776 and NOGRR167 require each TSP, or its agent, to telemeter to ERCOT the Voltage Set Point target and actual voltage at the Point of Interconnection (POI) for each Generation Resource interconnected to its system.  NPRR776 and NOGRR167 also require ERCOT to telemeter these values to the QSE Representing each such Generation Resource. 

The Protocol and Operating Guide language revised by NPRR776 and NOGRR167 will not be effective until June 1, 2018.  Relevant Market Participants are requested to take the actions set forth in this Market Notice in order to ensure that they can comply with the requirements in the protocol revisions before they become effective on June 1, 2018.

ACTIONS REQUESTED:

TOs/TSPs

(1)       Submit any necessary Network Operations Model Change Requests (NOMCRs) for a model ready date of April 4, 2018. 

(2)       Begin updating the Voltage Set Point target to match the seasonal Voltage Profile Voltage Set Point or any updated Voltage Set Point instructions given to the Generation Resource beginning April 6, 2018. 

(3)       ERCOT recommends that TOs/TSPs coordinate with Resource Entities to discuss procedural steps, verbal communication protocols, etc., prior to April 6, 2018.   

QSEs

(1)       Begin receiving the Voltage Set Point target and associated POI kV measurement from ERCOT via ICCP beginning April 6, 2018.

(2)       Begin providing the Voltage Set Point target and associated POI kV measurement provided by ERCOT (via the TO/TSP) to its Generation Resources before June 1, 2018.

ADDITIONAL INFORMATION: 

ERCOT recommends that Resource Entities continue to manually adjust Automatic Voltage Regulator (AVR) Voltage Set Point targets to control the POI voltage to the Voltage Set Point target, rather than designing the new telemetered values to automatically control the AVR Voltage Set Point target, to prevent adverse changes being made to potential erroneously entered targets. 

Prior to implementation of NPRR776 and NOGRR167 on June 1, 2018, new Voltage Set Point instructions should continue to be made verbally between the TO/TSP and the QSE/Resource Entity, with the telemetered target being updated as requested in this Market Notice after the verbal coordination has occurred. 

ERCOT System Operators will begin monitoring the telemetered Voltage Set Point target and associated POI kV measurement on June 1, 2018.  All TDSPs, QSEs, and Resource Entities are required to be in compliance with NPRR776 and NOGRR167 as of June 1, 2018.  Another Market Notice will be sent prior to the June 1, 2018, the effective date.
