SHORT DESCRIPTION:  External Web Services issue with NPRR768 and OBDRR002 Report Changes

LONG DESCRIPTION:  ERCOT has identified a system issue specific to the Get/Report Content feature of the External Web Services (EWS) components resulting from the NPRR768 and OBDRR002 implementation on May 30, 2018.  This XML content data retrieval issue only affects the two Current Day Report changes associated with NPRR768 and OBDRR002. ERCOT is developing a fix for the identified issue and will communicate additional details once the fix has been tested and is ready to be implemented.

Market Participants will receive errors when attempting to utilize:

·         Get/SCEDORDCPriceAdders

·         Get/RTDIndicativeORDCPriceAdders

This issue is related to the report changes for:

·         NP6-325-CD RTD Indicative ORDC and Reliability Deployment Price Adders and Reserves (Rpt ID 13222)

·         NP6-323-CD Real-Time ORDC and Reliability Deployment Price Adders and Reserves by SCED Interval (Rpt ID 13221)

EWS GetList as well as report publishing and downloading functions from the MIS are not impacted by this issue. Market Participants are encouraged to utilize one of these services as a workaround until this issue is resolved.

SHORT DESCRIPTION:  Implementation details of NPRR768 and OBDRR002

INTENDED AUDIENCE:  ERCOT Market Participants

DAY AFFECTED:  May 29 - 31, 2018

LONG DESCRIPTION:  ERCOT will be implementing changes associated with Nodal Protocol Revision Request (NPRR) 768, Revisions to Real-Time On-Line Reliability Deployment Price Adder Categories, and Other Binding Document Revision Request (OBDRR) 002, ORDC OBD Revisions for PUCT Project 47199. These changes will impact multiple systems: Market Management System (MMS), Energy Management System (EMS), Current Day Reports (CDR), and Market Information System (MIS) reports.

NPRR768 will make the following changes to Security-Constrained Economic Dispatch (SCED):

·         SCED will use the following logic to process DC Tie import or energy delivered to ERCOT through Block Load Transfers (BLTs) during an Energy Emergency Alert (EEA) and emergency DCTIE export and emergency energy delivered from ERCOT through BLTs information as a net input to the Real Time Reliability Deployment Price Adder (RTRDPA) pricing run:

o   Add the MW from Real-Time DC Tie imports, where the total adjustment shall not exceed 1250 MW in a single interval, during an EEA to Generation To Be Dispatched (GTBD).

 

o   Subtract the MW from Real-Time DC Tie exports to address emergency conditions in the receiving electric grid from GTBD.

 

o   Add the MW from energy delivered to ERCOT through registered Block Load Transfers (BLTs) during an EEA to GTBD. 

 

o   Subtract the MW from energy delivered from ERCOT to another power pool through registered BLTs during emergency conditions in the receiving electric grid from GTBD. 

OBDRR002 will make the following changes to Security-Constrained Economic Dispatch (SCED):

·         The SCED Operating Reserve Demand Curve methodology (ORDC) will use the final ONRUC units determined by SCED, and included in the RTRDPA pricing run, to adjust the inputs to the Online and Offline Reserves.

o   The High Sustained Limit (HSL) of the ONRUC resource, and the RMR resource if online, will be removed from the Online Reserves (RTOLCAP).

 

o   Additionally, if the RUC resource prior to the RUC commitment would have qualified for inclusion in the Cold Start Thirty minute reserves in the Offline Reserves (RTOFFCAP), then that HSL will be returned to contribute to the RTOFFCAP.

Note that the above adjustments will also be included in the Look-Ahead SCED (LASCED) logic.

The EMS will publish the following values through ICCP with other existing Reliability Deployment Price Adder information.

·         Total Emergency DCTIE MW

·         Total Emergency BLT MW
