PGDTF Chair and members:

The ERCOT system planning team request that you please accept the attached second Draft of our 2019 Vulnerability Assessment Scope document that has incorporated your comments. We are requesting that you focus your additional comments on Section 4.3.2 Contingency Definitions. We still feel a need to refine the process for defining and applying the contingency/outages that TSPs are currently working on and expected to submit in December 2018. Section 4.3.2 needs to be refined to better distinguish between contingencies/outages elements that are expected to be removed from the basecase and those that should be run as individual contingencies.

Bearing this scope in mind, we are also proposing the attached modifications to the agenda.
