SHORT DESCRIPTION:  Questions and Comments on Independent Market Monitor (IMM) and ERCOT Reports Concerning Impacts of Real-Time Co-Optimization and Marginal Losses and Software and Data Used by IMM to Estimate Co-Optimization Benefits

LONG DESCRIPTION:  On June 29, 2018, the IMM and ERCOT filed reports concerning impacts of Real-Time Co-Optimization and Marginal Losses in PUC Project No. 47199, Project to Assess Price-Formation Rules in ERCOT’s Energy-Only Market.  ERCOT issued a Market Notice on the same day informing Market Participants of the location of the software developed for the IMM study and available data on its website (see Notice M-A062918-01 ).    

At the July 12, 2018 Open Meeting, the Public Utility Commission of Texas (PUC) briefly discussed next steps in Project No. 47199.  The PUC indicated that a more detailed work plan would be discussed at the August 9, 2018 Open Meeting.

Further, the PUC has now opened two separate Projects on these matters: (1) PUC Project No. 48539, Review of the Inclusion of Marginal Losses in Security-Constrained Economic Dispatch; and (2) PUC Project No. 48540, Review of Real-Time Co-Optimization in the ERCOT Market

In order to help the PUC prepare for that discussion and further direction, ERCOT encourages stakeholders to submit any questions or comments on the reports, including software and data used for such reports, to Dan Jones, ERCOT Principal Commercial Operations, at [log in to unmask].  ERCOT requests that stakeholders note questions or comments in the submissions to align with PUC Project No. 48539 for Marginal Losses and PUC Project No. 48540 for Real-Time Co-Optimization.  ERCOT will work with the IMM on an orderly schedule to publicly post (if possible) and answer any such questions or comments on these matters.
