SHORT DESCRIPTION:  PUC Project Nos. 42302 and 48551 – ERCOT files Market Equilibrium and Economically Optimal Reserve Margins Report with the PUC.

DAY AFFECTED:  October 12, 2018

LONG DESCRIPTION:  Today, ERCOT has filed with the Public Utility Commission of Texas (PUC) a draft report titled “Estimation of the Market Equilibrium and Economically Optimal Reserve Margins for the ERCOT Region” in PUC Project No. 42302, Review of Reliability Standard in the ERCOT Region, and in PUC Project No. 48551, Review of Summer 2018 ERCOT Market Performance.  The report was prepared on behalf of ERCOT by The Brattle Group (Brattle).  The report may be accessed on the PUC’s Interchange at http://interchange.puc.texas.gov/ or may be located on ERCOT’s Resource Adequacy website under the Planning Reserve Margin Analysis section at http://www.ercot.com/gridinfo/resource.

Consistent with the Study Process and Methodology Manual for evaluating the Market Equilibrium Reserve Margin (MERM) and Economically Optimal Reserve Margin (EORM), ERCOT will allow six weeks for stakeholder review and comment on the draft report.  Stakeholders may submit any questions or comments to Pete Warnken, Manager of Resource Adequacy, at [log in to unmask], by close of business Monday, November 26, 2018.  Further, Brattle will present study results at the October 19, 2018 Supply Analysis Working Group (SAWG) meeting and possibly at the next Wholesale Market Subcommittee (WMS) meeting in November.  Brattle and/or ERCOT may present at other stakeholder forums as necessary.  After the review period and consideration of any stakeholder questions or comments, ERCOT will provide a subsequent Notice noting any changes to finalize the report.
