SHORT DESCRIPTION:  Additional Implementation Details of SCR795 – Preparing for the addition of Intra-Hour Wind Power Forecast to Generation To Be Dispatched Calculation

LONG DESCRIPTION:  On October 25, 2018, ERCOT will be implementing System Change Request (SCR) 795, which was approved by the ERCOT Board on April 10, 2018.

This SCR updates the formula used by the Resource Limit Calculator to calculate the Generation To Be Dispatched (GTBD) value. The updated formula for GTBD will include the addition of the Intra-Hour Wind Power Forecast (IHWPF) via a calculated predicted wind ramp (PWRR) times five and a configurable factor. This addition will help Security-Constrained Economic Dispatch (SCED) take into account the anticipated 5-minute wind ramp in its 5-minute Base Points. 

This change will result in the GTBD being calculated as the following:

GTBD = Total Gen + K1*10*System Load Frequency Bias + K2*[(net non-conforming Load) – (net filtered non-conforming Load)] + K3*5*PLRR + K4*Regulation Deployed + K5*ACE Integral – K6*5*PWRR

            |PWRR| ≤ Max PWRR Threshold

Upon implementation of SCR 795, K6 value will be set to zero and the GTBD calculation will not be impacted. ERCOT will communicate the specific date and time of the initial activation of K6 to a non-zero value via a Market Notice prior to the activation.
