SHORT DESCRIPTION:  Implementation Details of NPRR833

INTENDED AUDIENCE:  ERCOT Market Participants

DAY AFFECTED:  February 8, 2019

LONG DESCRIPTION:  On February 8, 2019, Protocol language related to Nodal Protocol Revision Request (NPRR) 833, Modify PTP Obligation Bid Clearing Change, will be implemented.

With this change, the Day-Ahead Market (DAM) clearing engine will be modified to address the situation where a contingency disconnects a Settlement Point. Instead of ignoring the Point-to-Point (PTP) Obligation bid MWs in contingency analysis, if that PTP sources or sinks are at the disconnected point, the DAM clearing engine will “pick up” those MWs and distribute them to other nodes. Also the DAM and Security-Constrained Economic Dispatch (SCED) will use the pickup Shift Factor for Settlement Points disconnected under contingency when calculating prices, rather than assuming a zero Shift Factor for the Settlement Point that is disconnected. In this implementation, the optimization price and the Settlement price will be equal. A similar change will be implemented in the Congestion Revenue Rights (CRR) system in 2019.

The implementation of NPRR833 obviates the manual process that was being performed after DAM to support NPRR827, Disallow PTP Obligation Bid Award where Clearing Price exceeds Bid Price by $0.25/MW per hour, which caused the 60 Day DAM Disclosure Reports (NP3-966-ER) to be incorrect in some cases. ADDITIONAL INFORMATION:  Pursuant to Nodal Protocol Section 21.6, Nodal Protocol Revision Implementation, ERCOT is required to provide notice as soon as practicable, but no later than ten days prior to implementation.
