SHORT DESCRIPTION:  Implementation Details of NPRR847 and VCMRR021

INTENDED AUDIENCE:  ERCOT Market Participants

DAY AFFECTED:  April 5, 2019

LONG DESCRIPTION:  On April 5, 2019, Protocol language related to Nodal Protocol Revision Request (NPRR) 847, Exceptional Fuel Cost Included in the Mitigated Offer Cap, along with Verifiable Cost Manual language related to Verifiable Cost Manual Revision Request (VCMRR) 021, Related to NPRR847, Exceptional Fuel Cost Included in the Mitigated Offer Cap, will be implemented.

NPRR847 allows Qualified Scheduling Entities (QSEs) to submit weighted average fuel prices in the Mitigated Offer Cap (MOC) for Real-Time mitigation and consolidates the calculation of the MOC into a single equation for clarification; and VCMRR021 aligns the Verifiable Cost Manual with NPRR847 removing language providing for Make-Whole Payments for exceptional fuel costs (EFC). 

ADDITIONAL INFORMATION:  Pursuant to Nodal Protocol Section 21.6, Nodal Protocol Revision Implementation, and Verifiable Cost Manual Section 13.6, Verifiable Cost Manual Revision Implementation, ERCOT is required to provide notice as soon as practicable, but no later than ten days prior to implementation.
