Hi Everyone,

Based on my discussions with ERCOT, I’ve revised my proposal language and presentation (both attached) on maintaining Participation Factors as an option that should work well with RTC. The following is a description of the proposal:

1. RTC and LFC would function exactly as described in the ERCOT proposal.
2. QSEs have the option of telemetering PFs – for all QSEs not exercising this option, there is no change to the ERCOT proposal.
3. For QSEs that telemeter PFs, since there is a 8-45 second communication delay in ERCOT accepting telemetered PFs after each RTC run that are aligned with the RTC awards, the first few LFC cycles after each RTC run until aligned PFs are accepted by ERCOT, the QSE resources will be deployed and performance measured based on the exact LFC deployment (as in the ERCOT proposal).
4. Once the aligned PFs have been accepted by ERCOT after each RTC run and until the next RTC run, real-time resource performance monitoring, GREDP, Base Point Deviation, etc. will all be measured using LFC deployments adjusted for telemetered PFs.

Please post these instead of previous documents on PFs. I look forward to discussing these at RTCTF.

ERCOT has posted the agenda and materials for the July 12 RTCTF meeting to be hosted at the Taylor ERCOT control center.

It’s a full agenda, and materials for Agenda 4 are posted for comment in anticipation of taking a number of items to the July TAC meeting.  Please provide any alternatives language for items below by close of business July 5, 2019:

• KP1.4 – Systems that Input into the Real-Time Optimization
• Subsection 1 Review complete and consensus to go to TAC at June 21 RTCTF meeting
• KP1.5 – Process for Deploying Ancillary Services                  
• Subsections 1-6 Consensus at June 21 RTCTF meeting to take to TAC after four reviews with Siddiqi alternatives on 3 & 6                        
• KP1.6 – Ancillary Service Imbalance Settlement with RTC                               
• Subsections 1-4 No further discussion of issues, but GSEC requested additional meeting review for July 12 proir to TAC
• KP3 – Reliability Unit Commitment          
• Subsections 1-9 Planned discussion for third review with Siddiqi alternatives on 2 & 6                     
• KP4 – The Supplemental Ancillary Service Market Process                          
• Consensus and ready for TAC
