SHORT DESCRIPTION: Biennial "Winter Storm Drill"

INTENDED AUDIENCE:  Transmission Operators (TOs) and Qualified Scheduling Entities (QSEs) that represent Generation Resources within the ERCOT Interconnection

DAYS AFFECTED: September 13, 2019 and October 23 – 24, 2019

LONG DESCRIPTION: The biennial “Winter Storm Drill” will be conducted October 23 - 24, 2019. Participation in this drill is required for all TOs and all QSEs that represent generation resources, as specified by Nodal Operating Guide, Section 1.5.4. Participation can also be used towards meeting ERCOT’s annual 32-hour reliability training requirement.

This year’s drill will simulate a massive cold air mass quickly moving into Texas in a 72-hour time frame, with associated conditions including:

Wednesday, October 23rd:

·         0730-1200: Communication testing and simulator access verification.

·         1300-1630: Simulated Hotline calls to participants and 5-, 3-, and next-day preparation discussions for approaching Extreme cold weather.

Thursday, October 24th:

·         0730-1630: Simulated Winter Storm Drill training exercise.

ACTION REQUIRED: Registration for this event is comprised of two (2) steps. 

Step 1: To register your organization for this event, email [log in to unmask] with the subject: ‘WSD planning’ by Friday, September 13th, 2019. Include the following required information in your email:

1. The name, email, and phone number of the primary drill coordinator for your entity.

2. A requested scenario description for the exercise.

To complete the scenario description:

1. Save the attached Winter Storm scenario word document as ‘WSD_scenario_request_<your company name>’.

2. Complete the table in the word document with the requested information for your entity

Step 2: The primary drill coordinator for your entity must register in the ERCOT Learning Management System (LMS) for the course: OPSGEN001: 2019 ERCOT Winter Storm Drill. After the drill has completed the Attestation/Learner Contract and Evaluation form must be populated. The evaluations will be reviewed by the Operations Working Group (OWG) and Operations Training Working Group (OTWG).

This year’s simulation will utilize the ERCOT simulator through remote access.  Each Market Participant will be issued a single user login and password to access the Macomber Map through Citrix utilizing your company’s Digital Certificate. User logins for Macomber Map will only be issued to Market Participants that respond with the scenario request by the stated deadline.

Note: No additional scenario requests will be accepted after Friday, September 13, 2019.

ADDITIONAL INFORMATION:  A more detailed description of the overall scenario and specific events will be discussed at the October 10, 2019 OTWG meeting.
