RTCTF,

ERCOT has posted the updated Key Principle documents with revisions for the next meeting on Sep 19th (http://www.ercot.com/calendar/2019/9/19/180276-RTCTF).  Below is a rather long summary of the expectations for each of these items, and reminder that comments/alternative are due a week ahead of time, Thursday Sept 12.

 

KP 1.1 AS Demand Curves (2) and (5)-

Sep 19th meeting will be the final RTCTF consideration of this item.

-          KP 1.1 (2)- Seeking final market comments on concept of maintaining pricing run to capture the effects of reliability deployments.

-          KP 1.1 (5)- Seeking consensus and/or confirming options for TAC regarding the disaggregation of A/S product curves under the ORDC-shaped curve.

o   ERCOT and Shams will each present KP language and a brief summary of proposal.

o   RTCTF asked for the following to help support this discussion

§  Pros/cons for both alternatives

§  Examples of impacts for two scenarios (of possible with same data):

·         Short duration ramp spike scenario (plenty of capacity, a temporary ramp constraint)

·         Scarcity scenario (similar to August peak demand)

 

KP 1.2 System-Wide Offer Cap and Power Balance Penalty Price (3)-      

      Sep 19th meeting will be second meeting to review potential options for AS Price Caps (MPs need to bring comments/language/options).

-           KP1.2 (3)- Method of capping A/S prices

o   ERCOT proposal to cap AS prices considering amount of energy cap reduction

o   Shams proposal to cap AS prices at single value

o   Ned alternative, still developing (potentially capping at highest offer selected)

 

KP 1.3 Offering and Awarding AS in Real-Time (1)-(12)-

      Sep 19th meeting will be an extra meeting to further understand and review potential options (MPs need to bring comments/language/options).

-          KP 1.3  Goal is for any alternatives to be presented as KP language with examples.

o   Further discussion of Load Resources, AS Offer structure, AS Proxy Offers and Floors

o   ERCOT to provide a year of online RRS Gen capacity available and settlement examples spreadsheet details.

 

KP 5 Day-Ahead Market (1)-(6)

      Sep 19th meeting will be second meeting on DAM changes

-          Clayton potentially proposing additional item for Virtual AS Offers
