SHORT DESCRIPTION: Implementation Details of NPRR889, RMGRR155, RRGRR018, NPRR921, NOGRR185, and PGRR069

INTENDED AUDIENCE: ERCOT Market Participants 

LONG DESCRIPTION:  On November 1, 2019, Protocol and Guide language related to the following Revision Requests will be implemented. 

NPRR889, RMGRR155, and RRGRR018 were approved by the ERCOT Board on December 11, 2018, to become effective upon system implementation.

NPRR921, NOGRR185, and PGRR069 were approved by the ERCOT Board on June 11, 2019 with an effective date of July 1, 2019.

On June 12, 2019, ERCOT issued Market Notice M-A061219-01 NPRR/PGRR/NOGRR to inform ERCOT Market Participants that NPRR921 would not be unboxed on July 1, 2019, but instead upon implementation of NPRR889, as NPRR921 uses terms created by NPRR889.

NPRR889 did not receive a priority and rank for implementation. In early 2019, ERCOT began the process for implementing NPRR889 and related RRs, by partially updating some of the Resource Asset Registration Forms (RARFs). The Resource Registration Glossary is the ERCOT market guide that provides supporting information for any data field that is required from Resources as part of the Resource Registration process, including the execution of RARFs. In updating these RARFs, ERCOT replaced the term “Non-Modeled Generator” with “Settlement Only Generator.” Changes to the RARFs, for purposes of implementing NPRR889, are not substantive in nature, but merely to conform to the new terminology proposed in NPRR889 and related RRs. Nonetheless, because NPRR889 and related RRs have not been implemented, current RARFs refer to a term—i.e., Settlement Only Generator—that is not yet effective/defined in the Protocols, and is therefore inconsistent with ERCOT Protocols and binding documents.

In order to avoid further inconsistencies between the use of the terms Non-Modeled Generator and Settlement Only Generator, ERCOT will be implementing NPRR889, RMGRR155, and RRGRR018 with an effective date of November 1, 2019. Furthermore, because NPRR921, NOGRR185, and PGRR069 are to be implemented upon implementation of NPRR889, RMGRR155, and RRGRR018, they will also be unboxed, and effective on November 1, 2019.

For any RARFs submitted up to and until NPRR889, RMGRR155, and RRGRR018 become effective, ERCOT will consider references to Non-Modeled Generator and Settlement Only Generator interchangeably—i.e., any RARFs that still contain the term Non-Modeled Generator will continue to be used by ERCOT for internal purposes; unless/until a Market Participant is otherwise required to submit/execute a new RARF, it does not need to submit a RARF to ensure compliance with NPRR889, RMGRR155, or RRGRR018. However, upon implementation of NPRR889, RMGRR155, and RRGRR018, a Market Participant must execute any new/updated RARF, in alignment with the Revision Requests discussed herein.

ADDITIONAL INFORMATION:   Pursuant to Nodal Protocol Section 21.6, Nodal Protocol Revision Implementation, Retail Market Guide Section 3.6, Retail Market Guide Revision Implementation, Resource Registration Glossary 1.2.5, Resource Registration Glossary Revision Implementation, Nodal Operating Guide Section 1.3.5, Nodal Operating Guide Revision Implementation, and Planning Guide Section 1.2.5, Planning Guide Revision Implementation, ERCOT is required to provide notice as soon as practicable, but no later than ten days prior to implementation.
