SHORT DESCRIPTION: Implementation details of PGRR072

INTENDED AUDIENCE: ERCOT Market Participants

DAY AFFECTED: December 12, 2019

LONG DESCRIPTION: On December 12, 2019, ERCOT will partially implement Planning Guide Revision Request (PGRR) 072, Treatment of Generation Resource Retirement and Mothball in Regional Transmission Plan and Geomagnetic Disturbance Vulnerability Assessment. Paragraph (4)(a) of Section 3.1.4.1.1, Regional Transmission Plan Cases, and paragraph (1)(b)(i) of Section 6.11, Process for Developing Geomagnetically-Induced Current (GIC) System Models, of PGRR072 will be implemented on December 12, 2019, with remaining Sections of PGRR072 to be implemented at a later date.

PGRR072 allows ERCOT, in collaboration with stakeholders, to set a Generation Resource to out of service in Regional Transmission Plan and Geomagnetic Disturbance (GMD) Vulnerability Assessment base cases prior to receiving a Notification of Suspension of Operations (NSO), provided the Resource Entity notifies ERCOT of its intent to retire/mothball the Generation Resource and/or makes a public statement of its intent to retire/mothball the Generation Resource.

ERCOT will post and maintain the current list of Generation Resources that will be set to out of service on the Market Information System (MIS) Public Area on the Grid, Generation page in the Generation Resources Unavailable in Planning Studies Prior to NSO report (EMIL ID PG3-1411-M, Report Type ID 16603).

ADDITIONAL INFORMATION: Pursuant to Planning Guide Section 1.2.6, Planning Guide Revision Implementation, ERCOT is required to provide notice as soon as practicable, but no later than ten days prior to implementation.
