NOTICE TYPE: W-A122019-01 Operations

SHORT DESCRIPTION: 2020 Minimum Monthly Ancillary Service Requirements

INTENDED AUDIENCE: Qualified Scheduling Entities, Resource Entities, and Load Serving Entities

DAYS AFFECTED: January 1, 2020

LONG DESCRIPTION: ERCOT Protocol Section 3.16 requires ERCOT to annually determine the methodology for the minimum levels of each Ancillary Service required and for the ERCOT Board of Directors (Board) to review and approve the methodology. On December 10, 2019, the ERCOT Board approved the 2020 ERCOT Methodologies for Determining Ancillary Service Requirements (2020 AS Methodology). The 2020 AS Methodology will be effective beginning January 1, 2020. Please refer to ERCOT’s December 10, 2019 presentation to the ERCOT Board for additional details about the 2020 AS Methodology.

Per the 2020 AS Methodology, the minimum monthly Ancillary Services quantities for 2020 have been posted in the Ancillary Service Requirement Methodology (EMIL ID NP3-783-M, Report ID 13036) on ERCOT’s Market Information System (MIS). The posted quantities reflect minimum requirements only. ERCOT will issue a Market Notice if any upward adjustments to these minimum quantities are made.

Note that the 2020 AS Methodology includes a limit of 450 MW on Resources providing Fast Frequency Response (FFR). This limit will be effective upon implementation of phase 1 of Nodal Protocol Revision Request (NPRR) 863, Creation of ERCOT Contingency Reserve Service and Revisions to Responsive Reserve. ERCOT will issue a Market Notice once the system changes to implement NPRR 863 phase 1 have been completed.
