SHORT DESCRIPTION:  Implementation details for NPRR972

INTENDED AUDIENCE:  CRR Account Holders

DAY AFFECTED:  December 11, 2019

LONG DESCRIPTION:  Nodal Protocol Revision Request (NPRR) 972, Enhancing Existing CRR Transaction Limit Process, was approved by the ERCOT Board on December 10, 2019, and is effective beginning December 11, 2019.

NPRR972 provides ERCOT with authority to not open a transaction adjustment period for a Congestion Revenue Right (CRR) Auction that is part of a CRR Long-Term Auction Sequence (“LTAS”), even if the total number of transactions submitted exceeds the Technical Advisory Committee (TAC)-approved auction transaction limit, which is currently 300,000.   

For LTAS CRR Auctions, each Time Of Use (TOU) is optimized individually, and each TOU optimization can independently handle the TAC-approved auction transaction limit. Thus, it is not necessary to impose a transaction adjustment period for an LTAS CRR Auction as long as none of the individual TOUs exceeds the total TAC-approved transaction limit. NPRR972 allows ERCOT to refrain from opening a transaction adjustment period when it is not necessary in cases such as this.

Note that in the unlikely case that a transaction adjustment period is needed for an LTAS CRR Auction, the final allocated transaction limit per CRR Account Holder will still be based on the limit for the entire auction, not per TOU, due to system limitations.

NPRR972 will not apply to CRR Monthly Auctions, because they are run as a single optimization including all three TOUs.
