SHORT DESCRIPTION: Implementation details of NPRR863 and NPRR960

INTENDED AUDIENCE: ERCOT Market Participants

DAYS AFFECTED: March 1, 2020

LONG DESCRIPTION: On March 1, 2020, Protocol language related to Nodal Protocol Revision Request (NPRR) 863, Creation of ERCOT Contingency Reserve Service and Revisions to Responsive Reserve, and NPRR 960, Phased Approach and Clarifications for NPRR863, will be partially implemented (Phase 1). Phase 1 primarily focuses on implementing Fast Frequency Response (FFR) as a subset of Responsive Reserve (RRS) Service. In Phase 1, only battery energy storage will be able to qualify to provide FFR. FFR from non-Controllable Load Resources will be supported in the next phase of implementation for these NPRRs.

ERCOT will be publishing RRS limits for individual Generation Resources and Combined Cycle Plants on ERCOT's Market Information System (MIS) in the following report:

Please note that ERCOT has been accepting requests to qualify Resources that are interested in providing FFR since January 10, 2020

ADDITIONAL INFORMATION: Pursuant to Nodal Protocol Section 21.6, Nodal Protocol Revision Implementation, ERCOT is to provide notice as soon as practicable, but no later than ten days prior to implementation.
