SHORT DESCRIPTION: Implementation details of NPRR863, NPRR960 and NOGRR187

INTENDED AUDIENCE: ERCOT Market Participants

DAYS AFFECTED: March 1, 2020

LONG DESCRIPTION: On March 1, 2020, Protocol language related to the following Nodal Protocol Revision Requests (NPRRs) and Nodal Operating Guide Revision Request (NOGRR) will be partially implemented (Phase 1);

Associated Other Binding Documents language will also be implemented within:

Phase 1 primarily focuses on implementing Fast Frequency Response (FFR) as a subset of Responsive Reserve Service (RRS). In Phase 1, only battery energy storage will be able to qualify to provide FFR. ERCOT has been accepting requests to qualify Resources that are interested in providing FFR since January 10, 2020.

FFR from Load Resources other than Controllable Load Resources will be supported in the next phase of implementation for these Revision Requests.

Implementation of NPRR863 includes a new Certified report, Responsive Reserve Limits for Generation Resources (EMIL ID NOG2-312-M, Report Type ID 19236) which will be available on the Market Information System (MIS) Grid, Generation page.

ADDITIONAL INFORMATION: Pursuant to Nodal Protocol Section 21.6, Nodal Protocol Revision Implementation, ERCOT is to provide notice as soon as practicable, but no later than ten days prior to implementation.

NPRR863, NPRR960, ERCOT Methodologies for Determining Minimum Ancillary Service Requirements, Procedure for Calculating Responsive Reserve (RRS) Limits for Individual Resources and associated documents can be found on the ERCOT website.
