SHORT DESCRIPTION: Implementation Details of NPRR929

INTENDED AUDIENCE: ERCOT Market Participants

DAYS AFFECTED: April 3, 2020 and October 1, 2020

LONG DESCRIPTION: On April 3, 2020, Protocol language related to Nodal Protocol Revision Request (NPRR) 929, Point-to-Point (PTP) Obligations with Links to an Option DAM Award Eligibility, will be implemented.

NPRR929 creates Day-Ahead Market (DAM) eligibility criteria for awarding a PTP Obligation with Links to an Option bid based on:

Additionally, NPRR929 requires a Non Opt-In Entity (NOIE) to submit an attestation to ERCOT for the upcoming year by October 1 of the prior year in order for ERCOT to accept a bid for a PTP Obligation with Links to an Option under Protocol Section 4.4.6.3, PTP Obligations with Links to an Option DAM Award Eligibility. A NOIE must attest that the Generation Resource for a source Resource Node is owned or controlled by the NOIE or has a contractual commitment for capacity and/or energy with the NOIE. ERCOT will enforce this attestation requirement beginning on Operating Day January 1, 2021.

ACTION REQUIRED: Impacted NOIEs must submit the attestation required by paragraph (3) of Protocol Section 4.4.6.3 on or before October 1, 2020, in order for the attestation to be effective for Operating Days beginning January 1, 2021. The attached form may be used to satisfy the attestation requirement.

ADDITIONAL INFORMATION: Pursuant to Nodal Protocol Section 21.6, Nodal Protocol Revision Implementation, ERCOT is required to provide notice as soon as practicable, but no later than ten days prior to implementation.
