SHORT DESCRIPTION: Reminder of Upcoming Submission Period for Declarations of Completion of Generation Resource Summer Weatherization Preparations and Natural Gas Pipeline Coordination for Resource Entities with Natural Gas Generation Resources (the form formerly known as: Declaration of Completion of Generation Resource Weatherization Preparations)

INTENDED AUDIENCE: Resource Entities with Generation Resources

LONG DESCRIPTION: Effective May 1, 2020, ERCOT Protocol Sections 3.21 and the forms referenced in that section will be amended with new language that was adopted by the ERCOT Board when it approved NPRR997, Natural Gas Pipeline Coordination Requirements for Resource Entities with Natural Gas Generation Resources. The new language will apply to all Resource Entity weatherization filing obligations for the 2020 summer time period. As a result, this market notice references the amended Protocol language and updated forms that will be effective on May 1, 2020.

ERCOT Protocol Section 3.21, Submission of Emergency Operations Plans, Weatherization Plans, and Declarations of Summer and Winter Weather Preparedness, requires each Resource Entity to submit a Declaration of Completion of Generation Resource Summer Weatherization Preparations and Natural Gas Pipeline Coordination for Resource Entities with Natural Gas Generation Resources (Protocol Section 22, Attachment K) before  the summer  time period. For the summer time period, Declarations must be submitted no later than June 1, 2020.

The Declaration requires each Resource Entity with one or more Generation Resources to certify that it has completed or will complete all weather preparations required by the weatherization plan for equipment critical to the reliable operation of each Generation Resource during the relevant summer time period. Any preparations which remain incomplete at the time the Declaration is submitted must be described in an attachment to the Declaration. 

The Declaration includes an additional signature block and a new section in the form titled "Natural Gas Pipeline Coordination" that must be completed only by Resource Entities that have a Generation Resource that relies on natural gas as its primary fuel source. The new signature block and section in the Declaration form will be used by Resource Entities with Natural Gas Generation Resources to satisfy their new gas pipeline coordination obligations under Section 3.21.1, Natural Gas Pipeline Coordination Requirements for Resource Entities with Natural Gas Generation Resources for Summer Preparedness and Summer Peak Load Season.

Each Declaration must be signed by an officer of the Resource Entity or by any other individual that has been authorized in writing to bind the Resource Entity. The Declaration must be submitted to [log in to unmask]. Only the Resource Entity to which the Generation Resource is registered may submit the Declaration on behalf of that Generation Resource. Declarations for jointly owned Generation Resources should be submitted by the Master Owner Resource Entity as indicated through Resource registration. Resource Entities may comply with the requirement to identify each Generation Resource on the Declaration form by providing the site code rather than the individual unit code for each Generation Resource covered by the Declaration.

In accordance with ERCOT Protocol Section 3.21(6), any Resource Entity that fails to submit a properly completed Declaration for each Generation Resource in its portfolio by the deadline of June 1, 2020 will be reported in ERCOT’s public filing with the Public Utility Commission of Texas.

ACTION REQUIRED: Each Resource Entity that represents one or more Generation Resources must submit a Declaration of Completion of Generation Resource Summer Weatherization Preparations and Natural Gas Pipeline Coordination for Resource Entities with Natural Gas Generation Resources for the summer time period to ERCOT via email at [log in to unmask] no later than June 1, 2020.   For convenience, the new Delcaration form has been attached to this Market Notice.
