SHORT DESCRIPTION: Implementation Details of NPRR 955 and NOGRR 183


DAYS AFFECTED: October 1, 2020

LONG DESCRIPTION: On October 1, 2020, Protocol language related to Nodal Protocol Revision Request (NPRR) 955, Defined Limited Impact Remedial Action Scheme (RAS), and Operating Guide language related to Nodal Operating Guide Revision Request (NOGRR) 183, Remedial Action Scheme (RAS) Submittal and Review Requirements, will be implemented.

NPRR 955 and NOGRR183 are designed to align the ERCOT Nodal Protocols and Operating Guides with North American Electric Reliability Corporation (NERC) Reliability Standard PRC-012-2, Remedial Action Schemes, which becomes effective January 1, 2021.

This Market Notice requires all current RAS owners and Market Participants that own Facilities included in a RAS to submit/re-submit their RAS documentation in accordance with NPRR 955 and NOGRR 183, no later than October 1, 2020.  Timely submittals will allow ERCOT sufficient time to review and resolve any inconsistencies prior to the effective date of PRC-012-2.

ADDITIONAL INFORMATION: This Market Notice includes an attachment reflecting the revised definitions of a RAS, Limited Impact RAS, and RAS Entity under NPRR 955. It also includes an attachment reflecting the revisions to Nodal Operating Guide Section 11.2, Remedial Action Schemes, and Section 8, Attachment K, Remedial Action Scheme (RAS) Template, under NOGRR 183.

This notice is also being issued to compliance contacts for all NERC registered Transmission Owners, Generation Owners, and Distribution Providers.

Pursuant to Nodal Protocol Section 21.6, Nodal Protocol Revision Implementation, and Nodal Operating Guide Section 1.3.5, Nodal Operating Guide Revision Implementation, ERCOT is required to provide notice as soon as practicable, but no later than ten days prior to implementation.
