SHORT DESCRIPTION: Partial implementation details of PGRR070

INTENDED AUDIENCE: ERCOT Market Participants, Transmission Service Providers (TSPs), and Resource Entities with Point of Interconnection (POI) voltage levels above 60 kV

DAYS AFFECTED: November 1, 2020 and December 31, 2020

LONG DESCRIPTION: On November 1, 2020, Planning Guide language related to Planning Guide Revision Request (PGRR) 070, Revised Responsibilities for Performing Geomagnetic Disturbance (GMD) Vulnerability Assessments, will be partially implemented. Specifically, paragraph (2)(b) of Section 6.11, Process for Developing Geomagnetically-Induced Current (GIC) System Models, will be unboxed. 

PGRR070 aligns the Planning Guide with North American Electric Reliability Corporation (NERC) Reliability Standards by identifying responsibilities for performing studies needed to complete GMD Vulnerability Assessments. ERCOT requests that TSPs and Resource Entities with POI voltage levels above 60 kV provide a list of potential Reactive Power compensation devices and other Transmission Facilities removed as a result of protection system operation or misoperation due to harmonics during the supplemental GMD event as described in “Table 1: Steady State Planning GMD Event” of NERC Reliability Standard TPL-007-4, Transmission System Planned Performance for Geomagnetic Disturbance Events.

Remaining Planning Guide language related to PGRR070 will be implemented at a later date.

ACTION REQUIRED: TSPs and Resource Entities with POI voltage levels above 60 kV are required to assess the impact of the supplemental GMD event on their Reactive Power compensation devices and other Transmission Facilities to develop a list of equipment potentially removed from service as a result of protection system operation or misoperation due to harmonics that could result from the supplemental GMD event.  Send all responses using the ERCOT Supplemental GMD Event Data Request form located on the ERCOT Planning Geomagnetic Disturbance Task Force (PGDTF) landing page via e-mail to [log in to unmask] with “Supplemental GMD Event” in the subject line by December 31, 2020.  Additionally, TSPs and Resource Entities with no equipment potentially removed from service as a result of protection system operation or misoperation due to harmonics that could result from the supplemental GMD event, or whose list of equipment potentially removed from service as a result of the supplemental GMD event is identical to that previously submitted for the benchmark GMD event, should state so in their email submission.

ADDITIONAL INFORMATION: In addition to TSPs and Resource Entities, this Notice is also issued to compliance contacts for all Transmission Planners, Generator Owners and Transmission Owners registered with NERC. 

PGRR070 and associated documents can be found on the ERCOT website.

Pursuant to Planning Guide Section 1.2.6, Planning Guide Revision Implementation, ERCOT is required to provide notice as soon as practicable, but no later than ten days prior to implementation.

NERC Geomagnetic Disturbance Planning Guide, located on the NERC website and the Reliability and Operations Subcommittee (ROS) approved document titled, “Methodology for Assessing GMD Impacts on ERCOT Power Systems”, located on the PGDTF landing page can be used as references to help identify the list of equipment potentially removed from service as a result of protection system operation or misoperation due to harmonics that could result from the supplemental GMD event.
