NOTICE DATE: December 4, 2020

NOTICE TYPE: R-A120420-01 Informational - Retail Transaction Processing

SHORT DESCRIPTION: Informational: Increased volume of 814_24 Move-Out Requests are bypassing valid Continuous Service Agreements (CSAs)

INTENDED AUDIENCE: CRs & TDSPs

DAYS AFFECTED: Ongoing

LONG DESCRIPTION: It has been brought to ERCOT's attention that a large volume of 814_24 Move-Out Requests have been processed in the past few weeks, which are bypassing existing CSAs.  This increase has been noted in transactions from several Competitive Retailers (CRs).

Invalid transactions may result in disruptions to customers as well as valid CR service relationships.

Please be advised that bypassing a CSA is only allowed in certain circumstances - i.e., (1) direct authorization from the Public Utility Commission of Texas (PUCT), or (b) when a customer indicates that the meter is no longer needed and should be removed (temporary meter, premise demolition/renovation, etc.).

ACTION REQUIRED: CRs submitting 814_24 Move-Out Requests are responsible for ensuring compliance with the current 814_24 Texas SET Guideline for utilization of the B44 Code, and should monitor transactions closely.

Further details for use of this code can be found in "Texas SET Guide 814_24_V4.0A_Baseline11022020" document within the Texas SET V4.0A 814 Guides posted on the Current Texas SET Implementation Guides page of the ERCOT website.
