SHORT DESCRIPTION: Joint TDSP Market Notice Regarding Rule Exceptions Order via PUCT Project 51812

LONG DESCRIPTION: Joint TDSP Market Notice Regarding Rule Exception Order via PUCT Project 51812:
On Sunday, February 21, 2021, the Public Utility Commission of Texas (PUCT) adopted an order in Project No. 51812, Issues Related to the State of Disaster for the February 21, 2021 Winter Weather Event.   The order mandates that:

1)     All retail electric providers are prohibited from sending a request to disconnect a customer for nonpayment to transmission and distribution utilities.

2)     All transmission and distribution utilities are prohibited from disconnecting a customer for nonpayment.

3)     The prohibition on disconnection also applies to prepaid customers.

4)     All retail electric providers must continue to offer a deferred payment plan to customers, upon request.

The transmission and distribution utilities subject to the order above include: AEP Texas, CenterPoint, Oncor, and TNMP.

The Order does not provide an expiration date for the DNP moratorium, therefore the DNP moratorium will remain active until further direction from the PUCT.

The TDSPs urge all Retail Electric Providers to familiarize themselves with the order and the obligations that it places on all market participants.
