SHORT DESCRIPTION: Notice of Inadvertent Disclosure of Network Model Data

INTENDED AUDIENCE: All Market Participants

DAYS AFFECTED: January 14, 2021 - April 7, 2021

LONG DESCRIPTION: On January 14, 2021, ERCOT posted the Steady State Topology Processor Files (SSTPF), a regular bi-weekly posting, to the Market Information System (MIS) Secure area.  However, the SSTPF posting inadvertently included an additional zip file which contained the Common Information Model (CIM) Extensible Mark-up Language (XML) data from the Network Operations Model.  The CIM file was in text format and would have required software capable of reading CIM files to create a model based on the data. None of ERCOT's subsequent bi-weekly SSTPF postings included the CIM file. 

ERCOT learned of the erroneous posting on April 7, 2021, when a Market Participant informed ERCOT that one of the zip files in the January 14 SSTPF posting appeared to be inordinately large.  ERCOT investigated and discovered the CIM file had been inadvertently included in the posting.  ERCOT immediately deleted the CIM file. ERCOT has determined that six non-Transmission Service Provider (TSP) entities downloaded the CIM file.  

On April 13, 2021, ERCOT sent email notices to each of the six non-TSP Market Participants that downloaded the CIM file instructing them to delete the file and provide confirmation of deletion.    

ERCOT will file a formal notice of this disclosure with the Public Utility Commission of Texas (PUCT).
