SHORT DESCRIPTION: Update - Partial implementation details for NPRR902

INTENDED AUDIENCE: All Market Participants

DAYS AFFECTED: June 1, 2021

LONG DESCRIPTION: ERCOT experienced an issue with implementation of Nodal Protocol Revision Request (NPRR) 902, ERCOT Critical Energy Infrastructure Information, regarding the ability to restrict access to ERCOT Critical Energy Infrastructure Information (ECEII) on the Market Information System (MIS) Certified Area for Transmission Service Providers (TSPs) through the use of ECEII-eligible Digital Certificates. Accordingly, TSPs will not be able to restrict access to ECEII on the MIS Certified Area for TSPs with ECEII-eligible Digital Certificates upon implementation of NPRR902 on June 1, 2021. Protocol language associated with NPRR902 in Section 12.1, Overview, and Section 16.12, User Security Administrator and Digital Certificates, will remain grey-boxed pending implementation of a solution to address this implementation issue, which is currently expected to be in August 2021. All remaining NPRR902 language will become effective June 1, 2021, as previously scheduled.

The issue does not impact the ability of all Market Participants to restrict access to ECEII on the MIS Secure Area or MIS Certified Area (excluding MIS Certified Area for TSPs) through the use of ECEII-eligible Digital Certificates. Accordingly, to ensure continued MIS access to ECEII for Certificate Holders that need this information, User Security Administrators (USAs) should assign the ICE_M_VIEW_ECEII role to their Digital Certificates prior to June 1, 2021, and in order to ensure continued access to NMMS postings via Citrix for Certificate Holders that need this information, TSP USAs should assign the NMMS_M_IMM_ECEII role to their Digital Certificates. MPIM role installation details can be found in the attached document.

NPRR902 clarifies parties’ responsibilities regarding ECEII. More specifically, NPRR902 defines ECEII; adds lists of items that are considered ECEII; specifies the restrictions imposed upon parties that receive or create ECEII; allows Market Participants to restrict individual access to ECEII within their organizations through the use of ECEII-eligible Digital Certificates; and provides a framework for the submission of ECEII to ERCOT.  A process has been created for contesting ERCOT determinations regarding confidentiality status.

ADDITIONAL INFORMATION: Pursuant to Nodal Protocol Section 21.6, Nodal Protocol Revision Implementation, ERCOT is required to provide notice as soon as practicable, but no later than ten days prior to implementation.
