SHORT DESCRIPTION: Implementation Details for NPRR1080, OBDRR030, and NPRR1081

LONG DESCRIPTION: On July 1, 2021, Protocol language associated with Nodal Protocol Revision Request (NPRR) 1080, Limiting Ancillary Service Price to System-Wide Offer Cap, Other Binding Document Revision Request (OBDRR) 030, Related to NPRR1080, Limiting Ancillary Service Price to System-Wide Offer Cap, and NPRR1081, Revisions to Real-Time Reliability Deployment Price Adder to Consider Firm Load Shed, will be implemented. The NPRRs and OBDRR were approved at the June 28, 2021, Urgent Board of Directors Meeting.

NPRR1080 limits Market Clearing Prices for Capacity (MCPC) to the effective System-Wide Offer Cap (SWCAP) for the Day-Ahead Market (DAM) and the Supplemental Ancillary Services Market (SASM). MCPC limits will be attained by reducing Ancillary Service penalty factors, as revised in OBDRR030, and set as follows: to the SWCAP for Regulation Service; to the SWCAP minus 0.01 for Responsive Reserve (RRS); and, to the SWCAP minus 0.03 for Non-Spinning Reserve (Non-Spin). Additionally, Ancillary Service Offers higher than corresponding Ancillary Service penalty factors, as defined in Appendix 2, Day-Ahead Market Optimization Control Parameters, of the Other Binding Document, “Methodology for Setting Maximum Shadow Prices for Network and Power Balance Constraints,” will not be awarded. The first DAM Operating Day that will include the reduced Ancillary Service penalty factors is July 2, 2021. The first Operating Day SASM will include the reduced Ancillary Service penalty factors is July 1, 2021.

NPRR1081 modifies the calculation of the Real-Time On-Line Reliability Deployment Price Adder so that the combination of System Lambda, the Real-Time On-Line Reserve Price Adder, and the Real-Time On-Line Reliability Deployment Price Adder will be equal to the Value of Lost Load (VOLL) when ERCOT is directing firm Load shed during Energy Emergency Alert (EEA) Level 3. NPRR1081 will become effective for the Real-Time Market (RTM) on Operating Day July 1, 2021.
