SHORT DESCRIPTION: Automated Solution for Implementation of NPRR1081

LONG DESCRIPTION: On July 1, 2021, Protocol language associated with NPRR1081, Revisions to Real-Time Reliability Deployment Price Adder to Consider Firm Load Shed, was implemented via a manual workaround without system changes.

The NPRR was approved at the June 28, 2021, by an Urgent Board of Directors Meeting. NPRR1081 modifies the calculation of the Real-Time On-Line Reliability Deployment Price Adder so that the combination of System Lambda, the Real-Time On-Line Reserve Price Adder, and the Real-Time On-Line Reliability Deployment Price Adder will be equal to the Value of Lost Load (VOLL) when ERCOT is directing firm Load shed during Energy Emergency Alert (EEA) Level 3.

Under the current workaround, the Real-Time Block Load Transfer Import (RTBLTIMPORT) within the Real-Time Reliability Deployment Price Adder process is adjusted by adding a static value of 20,000 MW for time periods in which ERCOT is instructing firm Load shed in EEA3. On September 16, 2021 ERCOT will implement a robust permanent solution to replace the manual workaround implemented on Operating Day July 1, 2021 for NPRR 1081. With the new solution, the RTBLTIMPORT component will still be utilized but will instead reflect the actual firm Load shed amount plus any instructed Block Load Transfer Import amounts (not a static 20,000 MW) in any associated Market-facing reporting.

This system change will be put in place for the Real-Time Market (RTM) on Operating Day September 16, 2021.
