SHORT DESCRIPTION:  CenterPoint Energy continues its Emergency Operations Plan (EOP) in response to the landfall of Hurricane Nicholas along the Texas Gulf Coast.
INTENDED AUDIENCE: All Market Participants
LONG DESCRIPTION:  CenterPoint Energy continues its Emergency Operations Plan (EOP) in response to the landfall of Hurricane Nicholas along the Texas Gulf Coast.
NEW Information:
Operating Conditions:

  *   At this time, CenterPoint Energy is down to approximately 160,000 customers without power.
  *   The company has restored power to nearly 300,000 electric customers over the last 12 hours, down from a peak outage count of more than 460,000.
  *   Of the 2.6 million CenterPoint Energy customers in the Greater Houston area, more than 93 percent currently have power.
  *   Customers’ patience is appreciated as the company works to restore service as safely and quickly as possible.
  *   In addition to the more than 3,200 Electric Operations employees and contractors focused on the restoration work, CenterPoint Energy has confirmed 1,800 linemen and tree trimmers from their mutual assistance network.
  *   To facilitate these additional resources the company will activate four staging sites across the impacted areas.
  *   The mutual assistance resources are expected to begin work on Wednesday, with the remainder arriving on Thursday.
  *   Estimated electric restoration times will be provided once assessments are completed.
  *   The most significant impact remains primarily focused on the company’s southern, central and eastern service areas.
  *   The restoration process begins with facilities vital to safety, health and welfare, such as hospitals, water treatment plants and public service facilities
  *   After key facilities, the company follows its priority restoration process by making repairs to electrical facilities that will return power to the largest number of customers first, then continue the restoration process by prioritizing repairs to benefit the greatest number of customers, until power is returned to everyone



Service Order Execution

  *   Service Orders requiring field execution will remain suspended thru Thursday September 16th.
  *   CenterPoint Energy will hold pending service orders with current date wanted and a mass turndown will not be taking place.
  *   The DNP moratorium activated yesterday in advance of this EOP event remains in place through Thursday.  We will re-evaluate at that time resumption or extension of the moratorium as warranted.

Billing Impacts

  *   There will be no disruption to the delivery of LSE files.
  *   As required AMS meter reads will contain estimation of missing intervals as needed.
  *   Estimation routines do account for outage activity and will be estimated with 0 usage as needed.
  *   A market notice will be provided when we begin the process of replacing estimated interval data.

Market Actions(s)
We ask the public and our market partners continue to :

  *   Keep phone lines open for electric and natural gas emergency calls only.
  *   Leverage CenterPoint Energy’s Power Alert Service (PAS) for important updates and estimation of restoration times.
