SHORT DESCRIPTION: Posting of information to the MIS Certified Area for Load Serving Entities (LSEs) regarding transmission voltage-level customers for purposes of opting out of Uplift Charges contemplated under PURA § 39.653(d)

LONG DESCRIPTION:  Pursuant to the Debt Obligation Order (DOO) entered on October 13, 2021, in PUC Docket No. 52322, Application of the Electric Reliability Council of Texas, Inc. for a Debt Obligation Order to Finance Uplift Balances under PURA Chapter 39, Subchapter N, and for a Good Cause Exception, each REP serving eligible transmission voltage-level customers must provide notice to those customers regarding the procedure for electing to opt out of securitization uplift proceeds and charges within 15 calendar days of the date the DOO was signed. To facilitate REP’s provision of this notice, on October 19, 2021, ERCOT will be posting transmission voltage-level customer information to the Certified Area of the Market Information System (MIS) for each LSE with transmission voltage-level customers.

More specifically, ERCOT is posting to the MIS Certified Area of each applicable LSE the Electric Service Identifier (ESI ID) information for each of the transmission voltage-level customers served by the LSE as of October 15, 2021.  LSEs with transmission-level customers will be able to find this information in the “Requested Information” folder in the MIS Certified Area.  The file with the customer information includes “TRANSMISSION_VOLTAGE_ESIID” in the file name.  

Please note that only LSEs that ERCOT show as currently serving transmission voltage customers will have a file posted to their MIS Certified Area.  Further, no files will be posted for LSEs that are either a Municipally Owned Utility or Electric Cooperative.  If an LSE believes that they serve transmission-voltage customers, but the LSE has no ESI ID file posted to their MIS Certified Area as of October 20, 2021, then the LSE should contact its ERCOT Account Manager.
