SHORT DESCRIPTION: Delayed implementation for the Fast-Frequency Response (FFR) Advancement project

INTENDED AUDIENCE: ERCOT Market Participants

DAYS AFFECTED: November 12, 2021 and December 7 - December 9, 2021

LONG DESCRIPTION:  Following discussion at the Wholesale Market Subcommittee (WMS) on November 3, 2021, and the Protocol Revision Subcommittee (PRS) on November 10, 2021, as well as additional outreach to Market Participants, the implementation of the FFR Advancement project is being delayed to a future date.  This is due to a significant number of Qualified Scheduling Entities (QSEs) that currently offer Responsive Reserve Service (RRS) indicating that their systems would not be ready by the original implementation date.  Implementation had been planned for the time window between December 7 and December 9, 2021.  As a reminder, Protocol language related to the following Nodal Protocol Revision Requests (NPRRs) and Nodal Operating Guide Revision Request (NOGRR) is to be partially implemented as a part of this project,

The new implementation timeline for the FFR Advancement project is being evaluated and is currently not known.  ERCOT staff will continue to provide updates through the regular communication channels as more information becomes available.

Additionally, the ERCOT Market Operations Test Environment (MOTE) was made available for testing changes related to the FFR Advancement project on October 29, 2021.  With the delay in implementation, ERCOT will be removing changes associated with the FFR Advancement-project from MOTE on Friday, November 12, 2021 between 14:30 CST and close of business.
