SHORT DESCRIPTION: Date set for closing on funding authorized by the Debt Obligation Order (DOO) in Public Utility Commission of Texas (PUC) Docket No. 52321 for PURA Subchapter M Default Balance Financing

INTENDED AUDIENCE: All Market Participants

DAYS AFFECTED:  November 12, 2021

LONG DESCRIPTION:  In accordance with the DOO issued in PUC Docket No. 52321, Application of the Electric Reliability Council of Texas, Inc. for a Debt Obligation Order under PURA Chapter 39, Subchapter M, and Request for a Good Cause Exception, ERCOT is expected to close on the $800 million in funding authorized by the DOO on November 12, 2021.  As set forth in the DOO, a portion of the $800 million in funds must be used to cover payments owed by ERCOT to Market Participants that remain short-paid due to short payments by competitive wholesale market participants for the Period of Emergency.

Following the closing, payments to Market Participants that remain short-paid due to short payments by competitive wholesale market participants for the Period of Emergency are expected to begin one to two Business Days after ERCOT receives the funds.

ADDITIONAL INFORMATION: Funding details related to Subchapter M can be found in the Issuance Advice Letter filed on November 5, 2021, in PUC Docket No. 52709, Compliance Filing for Docket No. 52321.  Once distribution of the funds by ERCOT begins, ERCOT expects to issue Market Notices each day a distribution occurs with specific details regarding the amounts distributed.
