SHORT DESCRIPTION: Request for known outage(s) to address NERC Reliability Standard TPL-001
INTENDED AUDIENCE: NERC-registered Transmission Owners (TOs) and Transmission Planners (TPs) and ERCOT-registered TDSPs
DAYS AFFECTED: March 4, 2022
LONG DESCRIPTION: NERC Reliability Standard TPL-001 requires Planning Assessment studies to include “known outage(s) of generation or Transmission Facility(ies)."
To address this requirement, ERCOT requests that each NERC-registered TO/TP and each ERCOT-registered TDSP identify known outage(s) of equipment (including, but not limited to, transmission lines, transformers, and series or shunt devices) for study years 2024 through 2028 and provide this information to ERCOT. For each outage, each entity should provide the study year that the outage is projected to be active and indicate whether the outage will affect the Summer peak timeframe (for study years 2024 through 2028), the Off-Peak timeframe (for study year 2025), and/or the Winter peak timeframe (for study years 2024 through 2028). Each entity should also submit a technical rationale for the selection of the outages they submit.
ERCOT will use this information in the creation of study models for its Planning Assessment. Please note that Requirement 2.1.4 of TPL-001-5.1 states, “Known outage(s) shall not be excluded solely based upon outage duration.” ERCOT is implementing the requirements of TPL-001-5.1 ahead of the effective date of the standard to ensure its Planning Assessment is compliant when the revised Reliability Standard becomes effective, based on guidance from Texas RE.
ACTION REQUIRED: By March 4, 2022, each NERC-registered TO/TP and each ERCOT-registered TDSP shall provide a written response to this request identifying the known outage(s) of Transmission Facility(ies) for study years 2024 through 2028. If no outages of Transmission Facility(ies) have been identified, the entity should so state within its written response. Please send responses to ERCOT via email at [log in to unmask].
