SHORT DESCRIPTION: Request for P5 Contingencies to address NERC Reliability Standard TPL-001-5.1

INTENDED AUDIENCE: NERC-registered Transmission Owners (TOs) and Transmission Planners (TPs) and ERCOT-registered TDSPs

DAYS AFFECTED: May 20, 2022

LONG DESCRIPTION: NERC Reliability Standard TPL-001-5.1 requires the evaluation of P5 contingency events, defined as a “fault plus nonredundant component of a Protection System failure to operate.”.

To address this requirement, ERCOT requests that each NERC-registered TO/TP and each ERCOT-registered TDSP submit P5 contingencies compliant with TPL-001-5.1 for study years 2024 through 2028 and provide this information to ERCOT. All P5 contingencies should be submitted in .con file format, and separated into files applicable to each study year (Summer Peak 2024, 2025, 2027, and 2028 and Off-Peak 2025).

ERCOT will use this information in the creation of study models for its Planning Assessment. ERCOT is implementing the requirements of TPL-001-5.1 ahead of the effective date of the standard to ensure its Planning Assessment is compliant when the revised Reliability Standard becomes effective, based on guidance from Texas RE.

ACTION REQUIRED: By May 20th, 2022, each NERC-registered TO/TP and each ERCOT-registered TDSP shall provide a written response to this request containing P5 contingencies compliant with TPL-001-5.1 for study years 2024 through 2028. All P5 contingencies should be submitted in .con file format, and separated into files applicable to each study year (Summer Peak 2024, 2025, 2027, and 2028 and Off-Peak 2025).
