SHORT DESCRIPTION: Public Utility Commission of Texas Request for Comments in Project No. 53198, Project to Identify Issues Pertaining to Lubbock Power and Light's Proposal to Transfer Existing Facilities and Load into the Electric Reliability Council of Texas

LONG DESCRIPTION: The Public Utility Commission of Texas (PUC or Commission) has opened PUC Project No. 53198, Project to Identify Issues Pertaining to Lubbock Power and Light's Proposal to Transfer Existing Facilities and Load Into the Electric Reliability Council of Texas, to consider issues related to the potential transfer of approximately 190 MW of Load currently served by Lubbock Power & Light (LP&L) in the Southwest Power Pool (SPP) into the ERCOT System in 2023. LP&L previously transferred approximately 470 MW of Load from the SPP to the ERCOT System on May 30, 2021. ERCOT is currently conducting a Load integration study related to the proposed 2023 Load transfer. See March 2022 Regional Planning Group presentation.
On March 25, 2022, the Commission issued Order No. 2, Requiring Notice and Seeking Comments and Responses Thereto (Order No. 2). Order No. 2 directs ERCOT to publish by April 8, 2022 this Market Notice to solicit comments in PUC Project No. 53198 from interested persons on the following topics:
1. Should the Commission direct ERCOT to conduct a coordinated impact study with the Southwest Power Pool (SPP) or other study in addition to the load integration study? Please explain or why not.
2. If the Commission does direct ERCOT to perform a study in addition to a load integration study, what should it entail? Please explain whether it should be the same as or different from studies for recent, prior, permanent, load transfers. If it should be the same, please explain why. If it should differ, please explain why and how.
3. Should the Commission allow comments on what additional studies, if any, should be conducted by ERCOT after commenters have an opportunity to review ERCOT's load integration study? Please explain why or why not.
4. Should studies be conducted of the impact of LP&L's planned load transfer on the SPP system? Please explain why or why not. If such studies should be conducted, please explain what issues those studies should address and why and who should prepare the studies.
5. Please provide any other comments you have regarding LP&L's planned load transfer.
Interested persons must file initial comments in PUC Project No. 53198 by April 29, 2022 and reply comments must be filed by May 6, 2022. Information regarding PUC filing procedures may be found here.
As required by Order No. 2, ERCOT is separately providing notice of the Order No. 2 request for comments to participants in PUC Docket No. 47576, Application of the City of Lubbock Through Lubbock Power and Light for Authority to Connect a Portion of its System with the Electric Reliability Council of Texas.
