SHORT DESCRIPTION: Request for Provisional Qualification of Load Resources

INTENDED AUDIENCE: Resource Entities, Qualified Scheduling Entities, and Existing Load Resources

DAYS AFFECTED: Upon Implementation of NPRR 1093 (expected for Operating Day 5/27/2022)

LONG DESCRIPTION: ERCOT plans to release the implementation of NPRRs 1093 and 1101 as part of Release 3 in May 2022.  ERCOT systems will need to be modified to indicate that individual Load Resources are qualified to provide Non-Spinning Reserve Service (NSRS) as part of the Day-Ahead Market processes.  The Resource Entities for existing Load Resources that are currently qualified to provide Responsive Reserve Service (RRS) can submit a provisional qualification request for NSRS to [log in to unmask].  The provisional qualification request for a Load Resource to provide NSRS is attached to this Market Notice.

Provisional Qualification Requests will be valid for 90 days.  The Load Resources will be subject to a qualification test during that 90 day period of time.  A successful deployment during an actual Non-Spin deployment event will be considered acceptable in lieu of a qualification test.  Performance will be measured as defined in Section 8.1.1.4.3 of the ERCOT Protocols.

Upon receipt of provisional qualification requests, ERCOT will require 10 business days to update the NSRS qualification of Load Resource to allow participation in NSRS.

Resource Entities should identify the Load Resources by Dispatch Asset Code and the requested MW capacity.  The MW capacity should be less than the Load Resource High Reasonability Limit (HRL) and be based on the maximum interruptible load the Load Resource had available over the previous 180 days.
