SHORT DESCRIPTION: Implementation Details of NPRR939 and related NOGRRs 191 and 198

LONG DESCRIPTION: On May 27, 2022, Protocol and Nodal Operating Guide language associated with Nodal Protocol Revision Request (NPRR) 939, Modification to Load Resources Providing RRS to Maintain Minimum PRC on Generators During Scarcity Conditions, Nodal Operating Guide Revision Request (NOGRR) 191, Related to NPRR939, Modification to Load Resources Providing RRS to Maintain Minimum PRC on Generators During Scarcity Conditions, and NOGRR198, Alignment Changes for November 1, 2019 Nodal Operating Guide – NPRR939, will be implemented.

NPRR939 changes the current practice of ERCOT dividing Load Resources other than Controllable Load Resources providing Responsive Reserve (RRS) into two groups. Instead, ERCOT will create groups of 500 MW each. In addition, NOGRR 191 allows ERCOT to manually deploy Load Resources other than Controllable Load Resources providing RRS before entering into an Energy Emergency Alert (EEA), to maintain a minimum 500 MWs of Physical Responsive Capability (PRC) reserves on Generation Resources to continuously balance the Demand with supply while maintaining the stable grid frequency for smaller disturbances. NOGRR198 aligns Nodal Operating Guide Section 4.5.3.3, EEA Levels, with changes in NPRR939.

In addition, the Certified report on the Market Information System (MIS) Certified Area that is currently named "Group 1 and Group 2 Load Resources for RRS" (EMIL ID NP6-552-CD | Report Type ID 10041) will be renamed "Group Assignments for Load Resources Providing RRS". A Digital Certificate is required to access the MIS.

ADDITIONAL INFORMATION: Pursuant to Nodal Protocol Section 21.6, Nodal Protocol Revision Implementation, ERCOT is required to provide notice as soon as practicable, but no later than ten days prior to implementation.
