SHORT DESCRIPTION: Reliability Unit Commitment (RUC) Cost Scaling Parameter Change

INTENDED AUDIENCE: All Market Participants

DAYS AFFECTED: September 1, 2022

LONG DESCRIPTION: On September 1, 2022, the Reliability Unit Commitment (RUC) cost scaling parameter will be updated from 20% to 100%, in paragraph (9) of Protocol Section 5.5.2, Reliability Unit Commitment (RUC) Process.  This RUC cost scaling parameter modifies the Start Up and Minimum- Energy Costs for Resources with a cold start time of one hour or less as input into the RUC optimization.  

Pursuant to Protocol Section 5.5.2(9), the ERCOT Board approved the RUC cost scaling parameter update to 100% at its August 16, 2022 meeting.   

ADDITIONAL INFORMATION:  Pursuant to Protocol Section 5.5.2(9), ERCOT is required to provide a Market Notice prior to implementation of a revised parameter value.
