SHORT DESCRIPTION: Market Operations Test Environment (MOTE) for FFRA and FFSS

INTENDED AUDIENCE: ERCOT Market Participants

LONG DESCRIPTION: In preparation for the October 13, 2022 production implementation of Fast-Frequency Response Advancement (FFRA) and Firm Fuel Supply Service (FFSS), ERCOT will be deploying system changes into the Market Operations Test Environment (MOTE) environment on August 12, 2022 starting at 1400. MOTE will be available for Market Participants to test starting August 15, 2022.

As communicated in the May 20, 2022 market notice (W-A052022-01 Implementation Market Readiness for Fast-Frequency Responsive Advancement), certain Qualified Scheduling Entities (QSEs) are required to participate in MOTE testing prior to implementation of the FFRA project to mitigate any production cutover risks.

Because the system interface changes for Ancillary Service Offers submissions are not backward compatible, all QSEs that have offered to provide Responsive Reserve Service (RRS), Regulation Services, and/or Non-Spinning Reserve Service within the past 90 days (May 15 - August 15, 2022) will be required to demonstrate their ability to submit offers for those same Ancillary Services using the new interface prior to implementation of the FFRA project.  The testing of Ancillary Service Offer submissions will be monitored, and beginning the third week of testing, ERCOT will publish a weekly report on the ERCOT public website identifying whether each QSE has completed the required testing.

Below is the timing of the MOTE testing requirements:

Before August 19, ERCOT will issue an additional Market Notice identifying the QSEs that are subject to the testing requirement and providing additional details of the timing and location of the posting of weekly participation results.  Beginning the week of August 29 – September 2, 2022, ERCOT will determine which QSEs have submitted at least one Ancillary Service Offer for each of the services they offered to provide during the period of May 15 - August 15, 2022. ERCOT will post the results of this first review on Tuesday, September 6, 2022.

Other market submissions will also be impacted, including Ancillary Service Trades, Ancillary Service Self-Arrangements, and Current Operating Plans.  Testing each of these transactions is highly encouraged and details for these changes were documented and discussed at the July 25, 2022 FFRA Implementation Workshop.

Awarded providers of FFSS are also encouraged, but not required, to participate in MOTE testing to ensure successful submission of FFSS Availability Plans.  FFSS awards are expected to be made on September 30, 2022.

ACTION REQUIRED:  QSEs that participate in offering Ancillary Services into the Day-Ahead Market are required to participate in weekly MOTE submission activities from August 29 through October 7, 2022.
