SHORT DESCRIPTION: Potential Price Correction - Hardware Issue Resulting in a Security-Constrained Economic Dispatch (SCED) Failure to Run

DAYS AFFECTED: September 1, 2022

LONG DESCRIPTION: On Operating Day 09/01/2022, ERCOT experienced an unplanned hardware issue that resulted in SCED failing to run between intervals 13:50 to 14:45. Operators issued a “watch due to the failure of SCED process” at 14:04 and cancelled the watch at 15:04, once the system was restored. Subsequently, an emergency site failover was performed in order to perform a root cause analysis on the hardware issue. This site failover resulted in SCED interval 17:40 not occurring at the regularly scheduled time.

A pricing impact analysis was performed for both SCED- process interruptions on this day, and the threshold for price correction prior to prices becoming final was met under ERCOT Protocols Section 6.3. The deadline for finalizing prices was September 6th, at 14:00. ERCOT was unable to post corrected prices prior to this deadline and will therefore perform further analysis to determine the significance of the price correction before seeking review of prices by the ERCOT Board, as required by ERCOT Protocols Section 6.3(7). ERCOT will provide a follow up Market Notice after the investigation is complete in order to identify any Operating Days for which ERCOT staff will seek Board review.

With respect to the SCED failure from 13:50 to 14:45:

Under Protocol Section 6.5.9.2 (2), LMPs, On-Line Reliability Deployment Price Adders, Real-Time On-Line Reserve Price Adders and Real-Time Off-Line Reserve Price Adders from the most recently solved SCED interval prior to the SCED failure will be used for the15 minutes following the first successful SCED solution following a SCED failure.
As such, the Real-Time Market prices from the SCED solution at 13:45 will be used for SCED intervals 14:50 through 15:05 in the price correction analysis.

This issue specifically impacted SCED for 09/01/2022 and did not affect other prices.
