SHORT DESCRIPTION: Implementation details for Firm Fuel Supply Service and Partial Implementation of NPRR1120 and OBDRR039

INTENDED AUDIENCE: ERCOT Market Participants

DAYS AFFECTED: October 13, 2022 and October 14, 2022

LONG DESCRIPTION: On October 13, 2022, ERCOT systems will be updated to implement changes related to the Firm Fuel Supply Service (FFSS) in support of the Nodal Protocol Revision Request (NPRR) 1120, Create Firm Fuel Supply Service, and Other Binding Document Revision Request (OBDRR) 039, ORDC Changes Related to NPRR1120, Create Firm Fuel Supply Service.

On October 14, 2022, Protocol language associated with NPRR1120 will be partially implemented; and Other Binding Document language associated with OBDRR039 will be implemented.

Specifically, language in the following Sections will be implemented.

• Section 2.1, Definitions
• Section 4.3, QSE Activities and Responsibilities in the Day-Ahead
• Section 8.1.1.2.1.7, Firm Fuel Supply Service Resource Qualification, Testing, and Decertification
• Methodology for Implementing Operating Reserve Demand Curve (ORDC) to Calculate Real-Time Reserve Price Adder

On July 20, 2022, ERCOT sent Market Notice, M-A072022-01 Partial Implementation details of NPRR1120, Create Firm Fuel Supply Service, regarding the Request for Proposal (RFP) for FFSS and the "Firm Fuel Supply Service" and "Firm Fuel Supply Service Resource (FFSSR)" definitions.

This 1-day Market Notice is to provide awareness of the system changes to be implemented on October 13, 2022. The FFSS system changes will be in place to enable a Qualified Scheduling Entity (QSE) representing an awarded FFSSR to submit required FFSS Availability Plans. Under the definition of Availability Plan in Protocol Section 2.1, a QSE representing an FFSSR shall submit an Availability Plan to ERCOT 14 days prior to the Operating Day. The FFSS Obligation Period begins November 15, 2022.

Settlement changes for NPRR1120 will become effective November 15, 2022. For information on the Settlement changes, see ERCOT Market Notice M-D091322-01 Implementation Details of NPRR1120 sent on September 13, 2022. ERCOT will re-send a Market Notice of Settlement changes 10 days prior to the Settlement effective date.

The sequence of activities for implementation includes the following:

• September 1, 2022 - FFSS Offer Submission due date
• September 23, 2022 - FFSS Award Procurement results posted
• October 13, 2022 - FFSS system changes implemented
• November 14, 2022 - Availability Plans for an FFSSR due for all Operating Days within the next 14 days, with continuing daily obligation to provide Availability Plans thereafter
• November 15, 2022- First Operating Day for start of FFSS Obligation Period

MOTE testing in support of this implementation is currently in progress. Weekly Market Readiness Meetings (QSEs for MOTE/FFRA/FFSS changes) are currently being held. Details for the next meeting are located on the meeting page.

ACTION REQUIRED: On and after November 14, 2022, a QSE that is awarded FFSS shall submit the required Availability Plans for Operating Days on and after November 15, 2022.

ADDITIONAL INFORMATION: Pursuant to Nodal Protocol Section 21.6, Nodal Protocol Revision Implementation, ERCOT is required to provide notice as soon as practicable, but no later than ten days prior to implementation.
