SHORT DESCRIPTION: Implementation Details of NPRR1002 (partial) and NOGRR216

INTENDED AUDIENCE: All Market Participants

DAY AFFECTED: October 14, 2022

LONG DESCRIPTION: On October 14, 2022, Protocol language associated with Nodal Protocol Revision Request (NPRR) 1002, BESTF-5 Energy Storage Resource Single Model Registration and Charging Restrictions in Emergency Conditions, will be partially implemented; and Nodal Operating Guide language associated with Nodal Operating Guide Revision Request (NOGRR) 216, Alignment Changes for September 1, 2020 Nodal Operating Guide – NPRR1002, will be implemented.  

Specifically, NPRR1002 related changes in Nodal Protocol Sections 6.5.9.3.4, Emergency Notice, and 6.5.9.4.2, EEA Levels; and NOGRR216 related changes in Nodal Operating Guide Section 4.5.3.3, EEA Levels, will be implemented. Following the implementation of these changes:

  1. ERCOT will have the ability to instruct an Energy Storage Resource (ESR) to suspend charging if a Load reduction by the ESR could mitigate a transmission problem; and
  2. ESRs will be required to suspend charging during an Energy Emergency Alert (EEA) except in limited circumstances, including Security-Constrained Economic Dispatch (SCED), Load Frequency Control (LFC) Dispatch, or a manual instruction.

An exception to this provision is if an ESR is co-located with onsite generation that would be incapable of exporting additional power to the ERCOT System. The EEA related provisions in NPRR1002 have been designed such that these allow the system to function as designed through EEA Steps 1 and 2; at EEA Step 3, ERCOT would communicate through SCED, LFC, or if necessary, manually, an instruction to ESRs to suspend charging.

NOGRR216 aligns EEA language in Nodal Operating Guide Section 4.5.3.3 with Protocol Section 6.5.9.4.2. 

The remaining Protocol language related to NPRR1002 will be implemented at a later date.

ADDITIONAL INFORMATION: Pursuant to Nodal Protocol Section 21.6, Nodal Protocol Revision Implementation, and Nodal Operating Guide Section 1.3.5, Nodal Operating Guide Revision Implementation, ERCOT is required to provide notice as soon as practicable, but no later than ten days prior to implementation.
