SHORT DESCRIPTION: Partial Implementation Details of NPRR1096

INTENDED AUDIENCE: All Market Participants

DAY AFFECTED: December 9, 2022

LONG DESCRIPTION: On December 9, 2022, Protocol language associated with Nodal Protocol Revision Request (NPRR) 1096, Require Sustained Two-Hour Capability for ECRS and Four-Hour Capability for Non-Spin, will be partially implemented.

NPRR1096 requires Resources that provide ERCOT Contingency Reserve Service (ECRS) to limit their responsibility to a quantity of capacity that is capable of being sustained for two consecutive hours and Resources that provide Non-Spinning Reserve Service (Non-Spin) to limit their responsibility to a quantity of capacity that is capable of being sustained for four consecutive hours. ERCOT is in the process of implementing the Non-Spin related NPRR1096 changes as part of the December 2022 R6 release.

Specifically, language in the following Sections will be unboxed:

To provide Non-Spin after NPRR1096 implementation, an Energy Storage Resource (ESR), including any ESR currently qualified to provide Non-Spin, will need to be qualified to provide Non-Spin under updated criteria based on NPRR1096's requirements. ERCOT is accepting requests from ESRs to qualify for Non-Spin per NPRR1096 criteria.

The remaining Protocol language related to NPRR1096 will be implemented at a later date.

ACTION REQUIRED: Any QSE that wishes to qualify Resources to provide Non-Spin, including ESRs, may submit a request for qualification by contacting its Account Manager.

ADDITIONAL INFORMATION: Pursuant to Nodal Protocol Section 21.6, Nodal Protocol Revision Implementation, ERCOT is required to provide notice as soon as practicable, but no later than ten days prior to implementation.
