SHORT DESCRIPTION: Partial Implementation Details of NPRR989 and NOGRR204

INTENDED AUDIENCE: All Market Participants

DAY AFFECTED: December 9, 2022

LONG DESCRIPTION: On December 9, 2022, Protocol language associated with Nodal Protocol Revision Request (NPRR) 989, BESTF-1 Energy Storage Resource Technical Requirements; and Nodal Operating Guide language associated with Nodal Operating Guide Revision Request (NOGRR) 204, Related to NPRR989, BESTF-1 Energy Storage Resource Technical Requirements, will be partially implemented.

The partial implementation of NPRR989 and NOGRR204, establishes technical requirements for Energy Storage Resources' (ESRs') Primary Frequency Response (PFR).

Specifically, language in the following Protocol and Nodal Operating Guide Sections will be unboxed:

Protocol Sections -

8.5.1.1, Governor in Service
8.5.1.2, Reporting
8.5.2, Primary Frequency Response Measurements
8.5.2.1, ERCOT Required Primary Frequency Response

Nodal Operating Guide Sections -

Section 2.2.7, Turbine Speed Governors
Section 2.2.8, Performance/Disturbance/Compliance Analysis
Section 2.3, Ancillary Services
Section 2.6.2, Generators and Energy Storage Resources
Section 8, Attachment C, Turbine Governor Speed Tests
Section 8, Attachment J, Initial and Sustained Measurements for Primary Frequency Response

Following the implementation of these changes Resource Entities will have the ability to submit Governor Speed Test and Historical Governor Test via the Net Dependable Capability and Reactive Capability (NDCRC) application located on Market Information System (MIS) Secure Area utilizing the additional forms.

The remaining Protocol and Nodal Operating Guide language related to NPRR989 and NOGRR204 will be implemented at a later date.

ADDITIONAL INFORMATION: Pursuant to Nodal Protocol Section 21.6, Nodal Protocol Revision Implementation, and Nodal Operating Guide Section 1.3.5, Nodal Operating Guide Revision Implementation, ERCOT is required to provide notice as soon as practicable, but no later than ten days prior to implementation.
