SHORT DESCRIPTION: Update to the CRR Network Models for the 2023.FEB.Monthly.Auction and the 2024.2nd6.AnnualAuction.Seq4

LONG DESCRIPTION: ERCOT has posted updated Congestion Revenue Right (CRR) Auction Network Models for the 2023.FEB.Monthly.Auction and the 2024.2nd6.AnnualAuction.Seq4. These updates were made to replace incorrect elements in the Bearkat (BEARKT) and West Texas Export (WESTEX) Generic Transmission Constraints (GTCs).

Device added to the BEARKT GTC for 2023.FEB.Monthly.Auction and all six months of 2024.2nd6.AnnualAuction.Seq4:
