SHORT DESCRIPTION: CSAPR NOx Season Allowance Workshop

LONG DESCRIPTION:  On February 1, 2023 at 1:00 pm, the Reliability and Operations Subcommittee (ROS) and the Wholesale Market Subcommittee (WMS) will host a joint workshop on the NOx season allowances under the Environmental Protection Agency's (EPA) Cross-State Air Pollution Rule (CSAPR) Federal Implementation Plan (FIP) for ozone transport proposed in February 2022. 

The EPA has proposed that NOx emission reductions for 26 states, including Texas, are necessary to address upwind states’ interstate transport obligations under the 2015 Ozone National Ambient Air Quality Standards (NAAQS). Under the proposed rule, the implementation plan would establish NOx emissions budgets beginning in ozone season (May 1 - September 30) 2023 for Electric Generating Unit sources.  While the final rule is not yet available, the workshop is intended to raise awareness of potential issues and identify initial concerns for awareness and preparation. should the proposed rule be approved.
