SHORT DESCRIPTION: Changes to Wind and Solar Forecast Reports

LONG DESCRIPTION: In December of 2022, ERCOT implemented changes with PR400-01 PR373-01 Forecast Presentation Platform (FPP) which affected the Solar Generation Resource Power Potential Forecast and Wind Generation Resource Power Potential Forecast reports. Due to Market Participant reported issues with the values in the 'Site' column that are provided by ERCOT's forecast vendors, the values in this column will be hard-coded to the text "SITE" for every Wind and Solar Resource.
