LONG DESCRIPTION: On February 15, 2023, ERCOT took a manual action in accordance with Protocol 4.1.2 (2), Day-Ahead Process and Timing Deviations. A combination of station outages and contingency, XYEL89, produced suspect shift factors for a Phase Shifting Transformer (PST), which prevented convergence and completion of the original DAM run for OD February 16, 2023. ERCOT disabled this specific contingency and re-executed the DAM.
